বাংলাদেশে ISI-এর ভারতবিরোধী কার্যকলাপের ইন্ধনের অন্যতম অঙ্গ হলো হিন্দুদের ‘ভারতের গুপ্তচর’ আখ্যা দিয়ে এই দেশ থেকে যত তাড়াতাড়ি সম্ভব তাড়ানো।পাক গুপ্তচর সংস্থা অনেক আগেই নীল নকশা তৈরী করেছে ও পরিকল্পনা বাস্তবায়নের দিকে দ্রুত গতিতে এগিয়ে যাচ্ছে। এই পরিকল্পনার অন্যতম অঙ্গ হিসেবে পাকিস্তানী গুপ্তচর সংস্থা জামাত ও হেফাজতে ইসলামকে টাকা ঢেলে নিজেদের হস্তগত করে নিয়ে তাদের মাধ্যমে দেশজুড়ে মাদ্রাসা ছড়িয়ে দিয়েছে।উগ্র ইসলামকে রোধ করতে গিয়ে শেখ হাসিনাকেও অনেক ক্ষেত্রে হিমশিম খেতে হচ্ছে। একই সঙ্গে মুজিব কন্যা ও অনেক ক্ষেত্রে ক্ষমতায় থাকার অজুহাতে আলেম ওলামাদের সাথে সমঝোতা করে চলছেন নিজের এমন ছবি তৈরী করেছেন কৌশলে। একথাও ঠিক যে হাসিনা অত্যন্ত সুদক্ষ প্রশাসক ও রাষ্ট্রপ্রধান হিসেবে নিজের রাজনৈতিক স্বার্থে আঘাত আসার মতো পরিস্থিতি তৈরী হলে উগ্র সাম্প্রদায়িক ও জঙ্গি শক্তিকে দৃঢ় হাতে দমন করেছেন সুদূর অতীতেও।
পাকিস্তান এই কাজে প্রচারমাধ্যমকে হাতিয়ার করতে চেয়েছে বরাবরই পাকিস্তানী গুপ্তচর সংস্থা একই সঙ্গে হিন্দু তথা অমুসলিম বিরোধী মনোভাব তৈরী করে দেশজুড়ে হিন্দুদের মধ্যে ভীতি তৈরী করে তাদের বাংলাদেশ থেকে বিতাড়িত করার উদ্যেশ্যে সংগঠিত করছে ধারাবাহিক আক্রমণ। দুর্গাপুজোর সময় এরই প্রতিফলন দেখা গেলো। পাকিস্তান এই কাজে প্রচারমাধ্যমকে হাতিয়ার করতে চেয়েছে বরাবরই। এর কারণ হলো প্রচার যন্ত্রকে হস্তগত করতে পারলেই উদ্যেশ্য সাধনের দিকে খুব তাড়াতাড়ি এগোনো সম্ভব।
পর্যবেক্ষকদের মতে বাংলাদেশে হিন্দু নিধনের মাধ্যমে ভারতের উপরে চাপ বাড়ানো আই এস আইয়ের এক পরিচিত কৌশল।
স্ট্র্যাটেজিস্ট ভবানী সেনের বক্তব্য, “বাংলাদেশের প্রচারমাধ্যমকে মোটামুটি অনেকাংশে কব্জা করে নিয়েছে পাকিস্তানী গুপ্তচর সংস্থা। এই সম্বন্ধে উদাহরণ স্বরূপ বলা যায় রোহিঙ্গিয়া (Rohingya) শরণার্থীদের বিষয়ে আন্তর্জাতিক ক্ষেত্রে মুসলিম দেশগুলোর সহানুভূতি আদায় করার জন্য ব্যাপক তাদের স্বপক্ষে ব্যাপক প্রচার করা হচ্ছে আই এস আইয়ের নির্দেশে। পাবলিসিটির জন্য প্রচুর ডকুমেন্টারী, সিনেমা, ব্যাপকভাবে খবরের কাগজগুলোতে লেখা ইত্যাদি করা হচ্ছে।” সেন আরো বলেন এই সব ব্যাপারে পাকিস্তানী গুপ্তচর সংস্থা ভারত ও বাংলাদেশের সংস্থাগুলোর চাইতে অনেক বেশি আক্রমণাত্মক ভূমিকা পালন করে আসছে। ” আই এস আই বিগত এক দশক ধরে প্রচুর অর্থ ঢেলেছে প্রচারমাধ্যমকে হস্তগত করার জন্য এবং এর ফল ভোগ করছে তারা। কিছু ক্ষেত্রে কোনো প্রচার মাধ্যমকে কব্জা করতে প্রথম দিকে সমস্যা হলে, তিন গুন্ চার গুণ অর্থ ঢেলে নিজেদের কাজ হাসিল করা হচ্ছে,” সেন বলেন। উলেখ্য, তিনি এক সময় অন্যতম প্রধান গুপ্তচর বাহিনীতে কর্মরত ছিলেন।
ইন্টেলিজেন্স সূত্রের খবর, একটি বড় পাবলিক রিলেশনস এজেন্সীকে (public relations agency) বরাত দেওয়া হয়েছে এই আই এস আই-এর প্রজেক্ট সফল করার ব্যাপারে সাহায্য করার জন্য। হাসিনার জন্য দুশ্চিন্তার কারণ হলো এই যে পাকিস্তানী গুপ্তচর সংস্থার সাথে যোগসাজশ আছে বাংলাদেশের গুপ্তচর সংস্থা এন এস আই (National Security Intelligence বা N S I ) ও বাংলাদেশের সেনার নিজস্ব গোয়েন্দা সংস্থা ডি জি এফ আই Director General of Forces Intelligence বা D G F I এর একটা অংশ। ISI ও ওই পাবলিক রিলেশনস এজেন্সী মিলে খবরের কনটেন্ট (content) সহ গোটা মিডিয়া হাউসের পলিসি (policy) ঠিক করে দিচ্ছে অর্থাৎ কোন খবর কোথায় যাবে , কেন যাবে , কি ভাবে যাবে , তার হেডলাইন কি হবে , কনটেন্ট কি হবে ইত্যাদি ইত্যাদি।শুধু এই নয়, অনেক ক্ষেত্রে মিডিয়া হাউসের এডিটর (Editor) বা সম্পাদক সহ সাংবাদিকদের বেতনও ঠিক করে দিচ্ছে ISI, ওই সূত্র জানান। শুধু মাত্র টেলিভশন চ্যানেল বা খবরের কাগজই নয় ,বাংলাদেশে ব্যাপকভাবে গজিয়ে উঠা ইউটিউব চ্যানেলগুলোর প্রসারে ও উৎসাহ যোগান হচ্ছে। অনেক ক্ষেত্রে social influencer বা সামাজিক মাধ্যমে প্রভাবশালী চিহ্নিত করে ওই ব্যক্তিদের ব্যাপক টাকা দিচ্ছে আই এস আই তাদের ভারতবিরোধী এজেন্ডা চালাবার জন্য।

হিন্দু সংখ্যাগরিষ্ঠ পশ্চিমবঙ্গ এমন দ্বিচারণ কেবল হিন্দু বলেই হয়তো সহ্য করছে।হিন্দুরা পেঁয়াজ-রসুন কম খায় তাই হয়তো এমন দ্বিচারিতা তারা মুখ বুজে সহ্য করে যাচ্ছে।পশ্চিমবঙ্গে ও বাংলাদেশে নির্বাচনের পর সন্ত্রাসী জিহাদীরা একের পর এক যে দাঙ্গা করে যাচ্ছে তা সহ্য করার নয়।কোনো হিন্দু কে গেরুয়াধারী হিন্দু সন্ত্রাসী বলা কে ধর্মনিরপেক্ষতা বলে আবার সন্ত্রাসী জিহাদীদের ধর্ম টানলে সাম্প্রদায়িকতা! কারণঃ সন্ত্রাসীদের ধর্ম নেই! দাড়ি টুপিওয়ালা দেশপ্রমিক মুসলমান ভাইয়েরা কলকাতার ব্যস্ত রাস্তা আটকে রাখছে অকারণে এসব দেখেও বিশ্ব মিডিয়া কুলুপ এঁটে থাকে। আবার তারায় প্রচার করে, মুসলমান বলে চাকরি দেওয়া হল না, মুসলমান বলে ভাড়া দেওয়া হল না, মুসলমান বলে শাস্তি দেওয়া হল।
এমন পক্ষপাতদুষ্ট বিশ্ব মিডিয়াগুলি কে সহ্য করা কম ধৈর্যের ব্যাপার নয়! হিন্দুরা সাম্প্রদায়িক কারণে নির্যাতিত হলেও বিশ্ব মিডিয়া তা সেভাবে প্রচার করে না। সেক্ষেত্রে নির্যাতিত এবং নির্যাতনকারী উভয়ের ধর্মপরিচয় আড়াল করা হয়। অন্যদিকে কোনো মুসলমান যদি তুচ্ছ কোনো কারণে কোনো হিন্দু কর্তৃক সামান্য আঘাত পায় তবে সেখানে সাম্প্রদায়িকতার রং চড়িয়ে দেওয়া হয়। শিরোনাম করা হয় এভাবেঃ "মুসলমান তাই উগ্রহিন্দু কর্তৃক লাঞ্ছিত হলেন অমুক"....
