নবী অবমাননা ইস্যুতে যে তান্ডব জ্বালাও পোড়াও মিছিল মিটিং চলল তাতে ভারতীয় কত শতাংশ মুসলমানের সম্মতি আছে?
বলাই বাহুল্য এরকম কোন পরিসংখ্যান কারোর কাছে নেই। যদিও প্রত্যেকেই তার রাজনৈতিক অবস্থানগত কারণে এটাকে কারোর কাছে মনে হয় ৯৯ ভাগই পক্ষে, আবার কারোর কাছে মনে হবে গুটি কয়েক মুসলমানের বিশৃঙ্খলা ও অবমাননার আন্দোলনকে সমগ্র মুসলিম সম্প্রদায়ের উপর চাপানো ঠিক হবে না।
আমি নিজে কোন পার্সেন্টিসে যাচ্ছি না। আমার পয়েন্টটা হচ্ছে, মুসলিমদের জীবনে অন্যসব সম্প্রদায়ের মতই ধর্মের প্রভাব বিদ্যামান এবং বর্তমানকালে সেই প্রভাব সাংঘাতিক। বাংলাদেশের নটরডেম কলেজের মত প্রতিষ্ঠানের ছাত্ররা, যে কলেজ কোনদিন রাজনীতি ধর্ম কোন ইস্যুতে আন্দোলনে যায়নি, খ্রিস্টান মিশনারীদের পরিচালিত এই কলেজের ছাত্ররা নবীপ্রেমি হিসেবে রাস্তায় নেমে ভারতের হিন্দুত্ববাদীদের উগ্র সহিংস ভাষায় আক্রমন করেছে। আমার ভয়টি হচ্ছে এখানেই। দেওবন্দ মাদ্রাসাগুলি আর স্কুলগুলিকে আগে আলাদা করা যেত। কিন্তু এখন দেওবন্ধ মাদ্রাসাগুলির হুজুররা পুরো সমাজ এমনভাবে বিষিয়ে তুলেছে যে স্কুলে পড়লেও মনটা দেওবন্দী হুজুরের মত করেই গড়ে উঠে। প্যান্ট শার্ট ক্লিন সেভ থাকলেও মনের ভেতরে একটা হুজুর বসে থাকে যে তাকে পারিচালিত করে। ভারতে এটি আরো বেশি করে সত্য। নাগরিক আইনের সময় ভারতে যে আন্দোলন হয়েছিলো সেই আন্দোলন পুরো মাত্রায় মুসলিম লীগের ৪৭ সালের ডাইরেক্ট এ্যাকশন নির্যাসে দেখতে পাওয়া গেছে। আমার মনে হয় না আপনাদের কারো কাছে পরিস্কার হয়েছে বিষয়টা। আমি জানি আপনারা বুঝতেই পারেননি কতখানি গুরুত্বপূর্ণ বিষয় সবাই এড়িয়ে যাচ্ছে। রবীন্দ্রনাথ ভারতের সকলকে ‘হিন্দু’ হতে বলেছিলো জাতিগতভাবে।
ধর্ম যার যার, মুসলমান বৌদ্ধ খ্রিস্টান হিন্দু- সকলেই হিন্দুত্ব হচ্ছে পরিচয়। এই দর্শন আহমদ ছফা-সলিমুল্লাহ খানদের কাছে মনে হয়েছে ‘হিন্দুত্ববাদ’! মোদি যোগির হিন্দুত্ববাদ আসলে কি জিনিস আমি জানি না। তবে এই অঞ্চলের মুসলমানদের পরিচয় কি হবে সেটি কি অরুন্ধতী রায়রা কোনদিন আলাপ করেছেন? এই অঞ্চলের মুসলমানরা কি আরব তুর্কি আফগান ঐতিহ্য অরিজিনকে নিজেদের মনে করবে নাকি এই সিন্ধু সভ্যতার সন্তান হিসেবে এখানকার সমস্ত কিছুর উত্তরাধিকার মনে করবে? কমিউনিস্টরা নিজেরাই রাশিয়া চীনে বৃষ্টি হলে এখানে ছাতা মেলে ধরে! তাদের হীরো রাশিয়ান নয়ত চাইনিজ। মুসলমানদের মত বিদেশী উত্তরাধিকার তারাও বহন করে। কাজেই তারা এই অঞ্চলের মুসলমানদের নিজস্বতা নিয়ে কোনদিন কথা বলবে না সেটা জানা কথাই। এবার আমি বলি ঠিক কোন জায়গায় আমি বিপদ দেখছি। মুসলমানদের মধ্যে এখন ধর্ম ব্যবসায়ী মুল্লাদের প্রভাব অনেক বেশি। সেই মুল্লারা তাদের কি করতে পারে সেটাই এখন আমি দেখাবো। অনেকেই হয়ত আমার ‘মুনির কমিশনের রিপোর্ট’ নিয়ে লেখাটা আগে পড়ে থাকতে পারেন। তবু আরেকবার পড়লে আপনার জন্য ভালোই হবে। বুঝতে পারবেন ভারতের মুসলমানদের ‘বয়কট ইন্ডিয়া’ চাইতে খুব অস্বাভাবিকতা নেই। আমরা খালি জানি না সেরকম চাওয়া মুসলমান কত সংখ্যক বাড়াতে সক্ষম হয়েছে দেওবন্ধ মাদ্রাসার ইসলামিক পন্ডিতরা।
১৯৫৩ সালে পাকিস্তানের পাঞ্জাব ও লাহোরে আহমদিয়া (কাদেয়ানি) সম্প্রদায়কে অমুসলিম ও নাস্তিক আখ্যা দিয়ে হাজার হাজার সাধারণ মুসলমান ও মুসলিম লীগ, জামাতে ইসলামীর নেতা-কর্মীরা এক ভয়াবহ নৃশংস হত্যাযজ্ঞ চালায় আহমদিয়াদের উপর। এই সাম্প্রদায়িক আক্রমনে এক হাজার মানুষের প্রাণ চলে যায়। এই ঘটনা তদন্ত করতে পাকিস্তান সরকার বিচারপতি মোহাম্মদ মুনির ও বিচারপতি কাইয়ানিককে নিয়ে দুই সদস্যের একটি তদন্ত কমিশন গঠন করে। ইতিহাসে এটি ‘মুনির কমিশনের রিপোর্ট’ নামে পরিচিত। এই কমিশন প্রখ্যাত ইসলামী স্কলার আলেম ওলামাদের কাছ থেকে ধর্মীয় বিধান জানতে চেয়ে তাদের সাক্ষাৎকার গ্রহণ করে। পাকিস্তানে অমুসলিম নাগরিকদের অবস্থান কেমন হবে তা জানতে তাদের মতামত চাওয়া হয়। মাওলানা আবুল হাসনাত, সৈয়দ মোহাম্মদ আহমদ কাদরী, মাওলানা আহমদ আলী, তোফায়েল মাহমুদ, মাওলানা আবদুল হামিদ প্রমুখ কমিশনের ডাকে সাড়া দিয়ে সাক্ষাৎকার দেন। তাদের কাছে মুনির কমিশন প্রশ্ন করেছিলো, যদি পাকিস্তানে ইসলামী রাষ্ট্র প্রতিষ্ঠা হয় সেখানে কি কাফের (অমুসলিম) নাগরিকদের আইন প্রণয়ণের অধিকার থাকবে? তারা আইনের রক্ষক হিসেবে দায়িত্ব পালন করতে পারবে? তারা কি পাকিস্তানের নাগরিক হিসেবে গণ্য হবে? (If we were to have an Islamic State in Pakistan, what will be the position of the kuffar? Will they have a hand in the making of the law, the right to administer the law, and the right to hold public offices?)
উত্তরে সমস্ত আমেলগণ মত দিয়েছেন, ইসলামী রাষ্ট্রে কোন কাফের (অমুসলিম নাগরিকদের) আইন প্রয়োগ বা প্রণয়ন করার কোন অধিকার থাকবে না। তারা হলো মুসলিমদের জিন্মি। তারা নাগরিক হিসেবে গণ্য হবে না। (Their position will be that of zimmies. মুনির কমিশন ওলামাদের কাছে প্রশ্ন রেখেছিলো, তাহলে কি ভারতের সংখ্যাগরিষ্ঠ হিন্দুরা সেখানে হিন্দু রাষ্ট্র গঠন করতে পারে কিংবা আইন হিসেবে মনুর বিধান কার্যকর করতে পারে? ওলামারা জবাব দিয়েছিলেন সেটা তারা করতে পারে এবং এতে তাদের কোন অবজেকশন নেই। মনে হতে পারে তারা আসলে সংখ্যাগরিষ্ঠের ধর্ম সংস্কৃতি পছন্দ করার অধিকারকে অগ্রাধিকার মনে করেন। আসলে তা নয়। মুনির কমিশন প্রশ্ন করেছিলো, চার কোটি ভারতীয় মুসলমানরা কি তাদের রাজ্যের বিশ্বস্ত নাগরিক হতে পারবে? (Will it be possible for the four crore of Indian Muslims to befaithful citizens of their State?) উত্তরে ওলামারা বলেছিলেন, না! ওলামারা দৃঢ়ভাবে মত প্রকাশ করেছিলেন, ‘It is not possible that a Musalman should be a faithful citizen of a non-Muslim Government.’(এটা কিছুতে সম্ভব নয় যে, মুসলমান অমুসলিম সরকারের বিশ্বস্ত নাগরিক হতে পারবে।)
মুনির কমিশন এরপর প্রশ্ন করেন, ভারত পাকিস্তান যুদ্ধ লাগলে ভারতের মুসলিমদের কার পক্ষ নেয়া উচিত বলে মনে করেন? (What will be the duty of Muslims in India, in case of war between India and Pakistan?)। ওলামাদের উত্তর ছিলো, ভারতীয় মুসলমানদের উচিত হবে পাকিস্তানের পক্ষ নেয়া এবং পাকিস্তানের বিরুদ্ধে ফাইট না করা (Their duty is obvious, namely, to side with us and not to fight against us on behalf of India.)।
মুনির কমিশন ওলামাদের কাছে এরপর প্রশ্ন করেছিলো, ভারতের মুসলমানদের কি প্রকাশ্যে তাদের ধর্ম প্রচারের অধিকার থাকা উচিত (Is it a part of the duty of Muslims in India publicly to preach their religion?)। ওলামাদের জবাব ছিলো, এরকম অধিকার তাদের থাকা উচিত (They should have that right.)।
চিন্তা করুন একবার, মুসলমানদের অধীনে অমুসলমাদের কোন নাগরিক অধিকার থাকবে না, তারা স্রেফ জিন্মি আর অমুসলিম দেশে তাদের সব রকম সমান অধিকার দিতে হবে! যদি না দেয়, যদি অমুসলিম দেশে (যেমন ভারত) মুসলমানদের এরকম বৈষম্য হতে দেখা যায় তখন কি করতে হবে? মুনির কমিশনের এই প্রশ্নের জবাব দিয়েছিলেন ওলামাবৃন্দ্র, এরকম হলে তারা মার্চ করতে করতে ভারত মুখে ছুটবেন ভারত আক্রমন করতে (If India makes any such law, believer in the Expansionist movement as I am, I will march on India and conquer her.)!

তো, এই হচ্ছে ওলামা কেরামদের মতামত। পুরো দক্ষিণ এশিয়ার মুসলমানরা চলে দেওবন্দ মাদ্রাসার ফতোয়াতে। পাকিস্তান আফগানিস্থান বাংলাদেশ শ্রীলংকা নেপাল চীন যেখানে যাবেন সবখানে দেওবন্দী তড়িকা ফলো করা হয়। আমার আশংকা ভারতে মুনির কমিশনের মতামত দেওয়া ওলামাদের বক্তব্য আগের যে কোন সময়ের চেয়ে বেশি সংখ্যক মুসলমান এখন ফলো করে। ভারতে তলে তলে হিন্দুত্ববাদের উত্থানের নিচে যে গভীর মুসলিমবাদের উত্থান ঘটেছে সেটি কম বিপদের কথা নয়। এমনকি বাংলাদেশ ৯০ ভাগ মুসলমানের দেশ হলেও এখানে মুসলিমবাদ সংখ্যালঘুদের অস্তিত্ব বিলিন করে দিতে উদ্যোত। সমাজের প্রগতিশীলতা, লিঙ্গ সমতা, সেক্যুলারিজমের জন্য হুমকি হয়ে উঠছে ‘মুসলিমবাদ’। কিন্তু বাংলাদেশের বাম মধ্যম নানা কাছিমের মডারেট মুসলমানদের কাছে সেসব কোন বিষয় নয়। তাদের সব ক্রোধ ইন্ডিয়ার উপর! এগুলো আসলে দ্বিজাতিততত্ত্বের ইফেক্ট। আজো তা এখানকার শিক্ষিত, মৌলবাদ বিরোধীদেরও মগজে রয়ে গেছে। তার মধ্যে দেওবন্দী নির্যাস কাজ করলে সামনে বিপদ আরো বড় আকারে ধেয়ে আসবে।
