রাজশাহী নগরীর সপুরা এলাকায় একটি প্রাচীন মঠ দখলের অভিযোগ উঠেছে। প্রায় 3500 বছর আগে নির্মিত, এগুলি কিছু দিন আগে সংস্কার করা হয়েছিল। কিন্তু এখন পানি উন্নয়ন বোর্ডের (পাউবো) একজন প্রকৌশলীও মঠটির জায়গা দখল করে নিয়েছেন।

স্থানীয় বাসিন্দারা জানায়, 

রাজশাহী নগরীর সপুরা এলাকায় এই মঠের আশপাশ দখল করে রেখেছে পাউবো রাজশাহীর উপ-সহকারী প্রকৌশলী নাজিমুল ইসলাম। কয়েকদিন ধরে তিনি সেখানে নির্মাণ কাজ শুরু করেছেন। এ ব্যাপারে হিন্দু ওয়েলফেয়ার ট্রাস্টের পক্ষ থেকে নগরীর বোয়ালিয়া থানায় মৌখিক অভিযোগ করা হয়েছে। পুলিশ বিভিন্ন জায়গায় গিয়ে কাজ বন্ধ করতে বলে। তারপরও কাজ বন্ধ হয়নি। নির্মাণ কাজে গতি আনতে রাতেও সেখানে কাজ চলছে।

হেরিটেজ রাজশাহীর প্রতিষ্ঠাতা ও গবেষক মাহবুব সিদ্দিকী বলেন, 

১৭৪৫ সালের পর ব্যবসায়ীরা মুর্শিদাবাদ থেকে রাজশাহীতে আসেন। তারা একটি বড় পুকুরসহ জমি কিনে পুকুরের পাড়ে মঠ নির্মাণ করেন। এই মঠগুলিতে তারা তাদের ধর্ম পালন করত। পরে পুরাকীর্তি অধিদপ্তর মঠগুলোকে সংরক্ষিত ঘোষণা করে। রাজশাহী সিটি কর্পোরেশন 2018 সালের দিকে ভারত সরকারের অর্থায়নে মঠগুলির সংস্কার করেছিল।

কিন্তু স্থানীয়রা জানান, 

প্রকৌশলী নাজিমুল ইসলাম ও তার ভাই কলেজ শিক্ষক ইয়াছিন আলী সপুরা এলাকার মঠটিকেও যথাযথভাবে সংস্কার করতে দেননি। তারা মঠের গম্বুজের পাশের বারান্দায় কোনো কাজ করতে দেয়নি। ঠিকাদার কেবল সিঁড়ি এবং গম্বুজটি সংস্কার করতে সক্ষম হয়েছিল। এখন প্রকৌশলী নাজিমুল মঠের চারপাশে ভবন নির্মাণ করছেন।

শুক্রবার সরেজমিনে গিয়ে দেখা যায়, 

টিন দিয়ে ঘেরা মঠের ভেতরে কাজ চলছে। মঠের গম্বুজের চারপাশে ভিত্তি কাটা হয়েছে। শ্রমিকরা জানান, এখানে ছয়তলা ভবন নির্মাণ করা হবে। গম্বুজের চারপাশে ভিত্তি খননের ফলে মঠটি ক্ষতিগ্রস্ত হওয়ার আশঙ্কা রয়েছে।

প্রতিবেশীরা জানান, 

সপুরা মৌজার ৪৪৮০ নং জমি রয়েছে নাজিমুল ইসলামের। একই স্থানে একটি মঠও রয়েছে। তবে মঠের স্থানটি নকশায় চিহ্নিত করা হয়েছে। এখন একই জায়গায় আশ্রমের জায়গাটা গিলে খাচ্ছেন প্রকৌশলী নাজিমুল। কিন্তু নাজিমুল তা অস্বীকার করেন।

তিনি বললেন, 

'আমি মঠের কোনো জায়গা দখল করছি না। আমি আমার নিজের জায়গায় একটি ভবন নির্মাণ করছি।

প্রত্নতত্ত্ব অধিদফতর রাজশাহীর সহকারী কাস্টডিয়ান শাওলী তালুকদার বলেন, 

একটি মঠের জায়গা দখল করে কোথায় কাজ চলছে তা না জানলে তারা ব্যবস্থা নিতে পারবেন না। এলাকার কেউ তাদের কাছে অভিযোগ করলে তারা গিয়ে ব্যবস্থা নেবেন।

বোয়ালিয়া থানার ওসি সোহরাওয়ার্দী হোসেন বলেন, 

"হিন্দু ওয়েলফেয়ার ট্রাস্টের ট্রাস্টি তপন সেন আমার কাছে মৌখিকভাবে অভিযোগ করেছেন যে মঠের জায়গায় ভবন নির্মাণ করা হচ্ছে। এরপর আমি কয়েকজন পুলিশ পাঠিয়ে কাজ বন্ধ করতে বলেছি। আমি তপনকে পরামর্শ দিয়েছি। সেন আদালতে মামলা করার দাবি জানান।জমি বিষয়গুলো পুলিশের নয়।আদালতে মামলা করলে পুলিশ কার্যকর ব্যবস্থা নিতে পারে।

মঠের জায়গা দখলের বিষয়ে প্রকৌশলী নাজিমুলের বিরুদ্ধে অভিযোগের বিষয়ে জানতে চাইলে রাজশাহী পাউবোর নির্বাহী প্রকৌশলী শফিকুল ইসলাম শেখ বলেন, এটা তার ব্যক্তিগত বিষয়। আমার জানার কথা নয়। যে কোনো সংক্ষুব্ধ পক্ষ আইনি ব্যবস্থা নিতে পারে।

Construction of buildings in Rajshahi by occupying the monastery

There has been a complaint of encroachment of an ancient monastery in Sapura area of Rajshahi city. Built about 3500 years ago, these were renovated some time ago. But now an engineer of the Water Development Board (Paubo) has also taken over the site of the monastery.

According to the local residents, 

Najimul Islam, Deputy Assistant Engineer of Paubo Rajshahi, has occupied the surroundings of this monastery in Sapura area of Rajshahi city. He has started construction work there for a few days. In this regard, a verbal complaint has been made by the Hindu Welfare Trust to the city's Boalia police station. The police went to several places and asked to stop the work. Still the work did not stop. Work is going on there even at night to speed up the construction.

Mahbub Siddiqui, founder and researcher of Heritage Rajshahi, 

said that traders came to Rajshahi from Murshidabad after 1745. They bought land with a big pond and built the monasteries on the banks of the pond. They practiced their religion in these monasteries. Later, the Department of Antiquities declared the monasteries protected. Rajshahi City Corporation did the renovation of the monasteries with the funding of the Indian government around 2018.

But the locals said that engineer Nazimul Islam and his brother Yasin Ali, a college teacher, did not even allow the monastery in Sapura area to be properly renovated. They did not allow any work on the balcony next to the dome of the monastery. The contractor was able to renovate only the staircase and dome. Now, engineer Nazimul is building buildings around the monastery.

Going to the ground on Friday, 

it can be seen that work is going on inside the monastery surrounded by tin. The foundation is cut around the dome of the monastery. The workers said that a six-storey building will be built here. There are fears that the monastery will be damaged due to excavation of the foundation around the dome.

Neighbors said that Nazimul Islam's land is at No. 4480 of Sapura Mauza. There is also a monastery at the same spot. However, the site of the monastery is marked in the design. Now engineer Nazimul is swallowing the place of the monastery in the same place. But Nazimul denied it.

He said, 

'I am not occupying any place of the monastery. I am building a building in my own place.

Shaoli Talukder, 

assistant custodian of the Department of Archeology Rajshahi, said that they cannot take action if they do not know where the work is going on by occupying the site of a monastery. If anyone in the area complains to them, they will go and take action.

Boalia police station OC Suhrawardy Hossain said, 

"Trustee of Hindu Welfare Trust Tapan Sen has verbally complained to me that building is being built on the site of Math. After that I sent some police and asked them to stop the work. And I advised Tapan Sen that they should file a case in court. Land matters are not for the police. If they file a case in court, the police can take effective measures.

When asked about the complaint against engineer Nazimul about encroaching the monastery's place, Rajshahi Paubo Executive Engineer Shafiqul Islam Sheikh said that it is his personal matter. I'm not supposed to know. Any aggrieved party can take legal action.
